Affordability, staff qualifications to factor in bids for pre-school centres on state land

To improve the quality and affordability of pre-school programmes, tender bids put in by child care and kindergarten operators for state-owned properties will be evaluated differently from November onwards.

Factors such as staffing qualifications, assistance to the community and affordability will now count for 50 per cent in the evaluation process. This is a new component that will be evaluated by the Early Childhood Development Agency, which worked with the Singapore Land Authority (SLA) to revise the tender evaluation process.

The bid, which includes the tendered price, proposed uses, track record and financial health of the bidder, will now be evaluated at 50 per cent weightage. Previously, only the bid was taken into account by the SLA.

The first three state properties to come under the revised tender process were put out for tender on Tuesday. They are at 511 East Coast Road, 60 Sengkang East Way and 240 Outram Road.

Senior Minister of State for Law and Education Indranee Rajah said: "This change will allow the Government to assess operators' bids more holistically. It will encourage pre-school operators to focus on quality and affordability of programmes, which will be to the benefit of our pre-school children and their parents."
